Consistent, calm limits at this age teach safety and self-regulation. Toddlers push limits not to defy you but to learn where the boundaries are — the predictability itself is comforting.
Redirect more than you forbid. "The fork is not for the outlet — let's use it for lunch." "Books are for reading, not throwing — this ball is for throwing." Pairing the no with a clear alternative gives the impulse somewhere to go.
Save firm "no" for the truly important: hitting, biting, running into the street, touching hot things. Over-using "no" makes it lose meaning. When you do say it, follow through immediately with the physical intervention — pick them up, move them, remove the object. Words alone don't yet stop a toddler.
